There is too little refrigerant in system.
Repair any leaks (WP 0121 00) and add a full charge of refrigerant (WP 0112 00).
There is a restriction in refrigerant system. Remove restriction from line.

Loss of refrigerant is causing a delayed
cycling of the compressor.
Add a full charge of refrigerant (WP 0112 00).
